2026 Business Owner Experience Survey Reveals Strong Demand for Fully Digital, User-Friendly Government Processes

Findings highlight growing expectations for user-friendly online services and increasing comfort with AI automation

Centreville, VA–December 10, 2025Neumo, a leader in integrated software and payments solutions for local, state, and federal governments, today released findings from its 2026 Business Owner Experience Survey, offering a detailed look at how small and midsize businesses across the United States interact with local governments—and what they hope to see in the future. The findings reveal a timely and important trend: business owners overwhelmingly want more intuitive, fully digital solutions that reduce inefficiencies and support stronger local economies.

Our data show that business owners want their local governments to be easier to work with. The survey captures responses from business owners representing more than 30 industries across all four major regions of the country. Its purpose was to better understand the current state of online licensing and tax processes, identify gaps that create friction or delays, and explore the evolving expectations of business owners navigating an increasingly digital landscape. 

Key Findings 

  • 93% of respondents said it is important for business licensing and tax services to be available online. 
  • 67% have paid a late fee or penalty due to confusing paperwork or processes. 
  • 90% reported they would be more likely to file and pay on time if their local government offered fully digital solutions for licensing, tax filing, and payments. 

Taken together, the findings underscore a broad desire among business owners for clearer, more streamlined processes that reduce time-consuming paperwork and eliminate unnecessary steps. The results point to a significant opportunity for governments to modernize their systems, improve user experience, and help businesses stay compliant with less effort.
