Led by Clerk and Recorder Steve Schleiker, the County has expanded the network of DMV self-service kiosks to make it easier for Colorado residents to complete routine motor vehicle transactions, such as registration renewals, replacement tabs, duplicate registration cards, and title status checks.

Managing Growth and Rising Service Demands

In El Paso County, the number of DMV transactions continued to rise, with long lines, peak-time congestion, and limited branch capacity placing greater demands on staff, particularly on weekends, holidays, and statewide system upgrades. The Clerk and Recorder’s Office also managed steady regional traffic, with customers traveling from other counties to take advantage of Saturday office hours.

Traditional counter-based processing averaged approximately seven minutes per registration renewal. Clerk and Recorder Steve Schleiker recognized that routine transactions required a more efficient, resident-friendly service model that would preserve staff capacity for complex cases that require in-person assistance.

Solution

Building a Countywide Self-Service Network

El Paso County invested early in self-service kiosks and has continued to expand the program, deploying kiosks both within branch offices and in high-traffic community locations.

Today, there are 13 kiosks across the County, strategically located in retail settings such as grocery stores and shopping centers, making motor vehicle services accessible where residents already shop and run errands.

Rather than serving as a secondary option, kiosks became a part of daily operations. Staff actively direct residents with routine needs to the kiosks, and renewal notices include scannable barcodes that further speed up transactions.

To help residents know where to find kiosks and how to use them, the County launched a proactive communications strategy. Social media campaigns, instructional videos, GIS location maps, signage, and targeted outreach during peak periods support and reinforce kiosk adoption. “We’ve seen usage increases every year, and a lot of that is due to messaging and letting people know the kiosks are there,” explains Schleiker.

Expanded Access and Shorter Wait Times

For the last five years, El Paso County has processed more than 90,000 kiosk transactions annually, with continued growth, including a 5.5% increase from 2024 to 2025. Today, kiosks serve as a central pillar of the County’s service delivery model.

For routine transactions like vehicle registration renewals, kiosks reduce processing time from approximately seven minutes at the counter to less than two minutes, a reduction of more than 70% per transaction. During peak periods, kiosks process simple renewals alongside branch operations, allowing the County to serve customers efficiently while preserving in-person capacity for complex transactions.

Residents can also complete transactions while running everyday errands, turning what was once a dedicated office visit into a quick, convenient stop.
